Normally QAs are expected to deep dive into the application setup and user flows for the product they are working on. Moreover they write extensive test cases with all potential scenarios, both negative and positive. While Project Manager and Product Owner roles require a wide spectrum of skill sets, having a person who has capability to deep dive into the product and think about all potential scenarios is a plus, and thus is naturally for a test engineer.
